Serious case reviews: piloting the SCIE model
Newly launched social care TV film 

SCIE has launched a Social Care TV film, Serious case reviews: Piloting the SCIE model, which looks at the first pilot sites of the SCIE model.  The pilot sites, which included the Local Safeguarding Children Boards (LSCBs) of Salford, Wirral and Lancashire, were completed in September 2010. Managers talk about what it was like to work together as a multi-agency review team in conducting the case review, and the experience of using the analytic frameworks that the model provides. Front line practitioners from social care and probation also describe what it was like taking part and give examples of ways in which the experience has positively changed their practice.

SCIE London pilots begin

The Social Care Institute for Excellence (SCIE)  is working in collaboration with the London Safeguarding Children Board to pilot the SCIE Learning Together model for case reviews in seven London Local Safeguarding Children Boards (LSCBs). The pairs of Lead Reviewers from each LSCB will receive training and support from Dr. Sheila Fish and Sue Bairstow, over the course of the case review process. The London pilots benefit from the learning gained in the initial pilots in the North West of England. They will run concurrently with the ongoing pilots in the West Midlands.

The pilots will provide valuable evidence about how we might provide better opportunities for staff from across agencies to come together and reflect critically on their practice and draw out the organisational lessons gained. A Project Management Group chaired by London Regional Safeguarding Adviser Kay Bell will ensure that the learning is shared London-wide.

Amendments to statutory guidance around serious case reviews

On 22 September 2010 Tim Loughton, Parliamentary Under-Secretary of State for Children and Families, wrote a letter to DCSs and LSCB chairs to inform them of a change to the statutory guidance set out in Working together to safeguard children (2010) insofar as it relates to Government offices. This change comes into effect on 1 October 2010. See below for a copy of this letter:

Publication of Serious Case Reviews

In early June 2010, Children’s Minister Tim Loughton wrote to all chairs of local safeguarding children boards, and directors of children’s services, to confirm that the overview report and the executive summary of all new serious case reviews (SCRs) initiated from 10 June should be published. The presumption is that all SCRs will be appropriately redacted, anonymised and published in full except where it would affect the welfare of any surviving children and their siblings. London Serious Case Reviews Toolkit 

The London Serious Case Review (SCR) Toolkit is designed to provide supplementary guidance to Local Safeguarding Children Board (LSCB) members in the whole process of undertaking a SCR. Its focus is to support the carrying out of a SCR effectively, through supporting consistency in approach, providing additional guidance on undertaking the process and sharing learning and emerging good practice tools and exemplars. The overall aim is to maximise the learning that comes from the SCR in a local area. Please follow the link below to download a copy:

The London Board is issuing this guidance in draft as the process of SCRs is constantly evolving and the Board is mindful of the fact that there will be a need to revise it in light of any significant changes. For example, an update is being considered in light of the recent decision to publish overview reports in full where the SCR was commenced after the 10th June 2010.
 
The Board recognises that this toolkit is likely to be of most use to LSCBs where a SCR has not been conducted recently.  The London Board website will continue to be updated with useful tools and exemplars as they are identified.
